re-added Pop-up plugin information. -Until Guifications 'Is Merged' - with Pidgin, it should be available information to -all- users. I had to hunt to find it, and this is one more pain in the ass, to make pidgin resemble a normal IM application.

+Guifications defaults to notifying about everything. Individual pop-ups (such as (Contact) is typing a message, (Contact) is not typing) can be unchecked. The Penguins theme can be selected to make the pop-ups more readable.
